Adaptive Emergency Call Service for Disaster Management

چکیده

Reliable and efficient transmission of emergency calls during a massive network failure is both an indispensable challenging task. In this paper, we propose novel fully 3GPP 5G compatible call protocol named StandalOne Service (5G-SOS). A 5G-SOS-enabled service provides potential out-of-coverage victims’ devices with way to contact the 4G/5G core through D2D multi-hop relaying protocol. The objective 5G-SOS maintain connection even when large fraction infrastructure destroyed. distributed designed generate zero additional control traffic adapt its parameters based on local congestion. Therefore, behave as ad-hoc common purpose ensure best chances for transfer within reasonable delay. densely populated Traverse city Michigan, USA, 15,000 population, used evaluate under extreme scenarios. performance shown be significant compared existing protocols, namely, M-HELP FINDER, in terms success rate, end-to-end latency, control, energy management. satisfactory (success rate 50%) number simultaneous very high (5000 over 10 min). On average, performs 24.9% better than 73.9% FINDER rate. Additionally, reduces average end-end latency by 20.8% 61.7% FINDER.

Web-Service Network for Disaster Management

The paper addresses the issue of context-aware operational decision support in emergency situations. A decision support system (DSS) developed for this purpose is implemented as a network of a set of Web-services. The Webservices try to organise a service network according to context. Here the context is proposed to be modelled as a “problem model”. It specifies problems to be solved in a parti...

Forecasting Emergency Medical Service Call Arrival Rates

We introduce a new method for forecasting emergency call arrival rates that combines integer-valued time series models with a dynamic latent factor structure. Covariate information is captured via simple constraints on the factor loadings. We directly model the count-valued arrivals per hour, rather than using an artificial assumption of normality. This is crucial for the emergency medical serv...

Intelligent System for Urban Emergency Management during Large-Scale Disaster

The frequency and intensity of natural disasters has significantly increased over the past decades and this trend is predicted to continue. Facing these possible and unexpected disasters, urban emergency management has become the especially important issue for the whole governments around the world. In this paper, we present a novel intelligent system for urban emergency management during the l...

Emergency Response Systems for Disaster Management in Buildings

Emergency response operations can benefit from the use of information systems that reduce decision making time and facilitate coordination between the participating units. We propose the use of two such systems and evaluate them with a specialised software platform that we have developed for simulation of disasters in buildings. The first system provides movement decision support to evacuees by...
